What is a mill scale on steel?

A mill scale is a thin, blue-black layer that forms on the surface of steel during hot rolling. The layer is actually an oxide layer that forms when the hot steel comes into contact with oxygen from the air. Steel with a mill scale is also known as mill blue steel.
